From my understanding the 200 is a hard cap that limits the use of energy factor.
For example with 3000 energy you would only need 1000 EF to max the use of energy factor.

Did you consider the cap?
Looks like you could swith some EF to something else.

Only quick solution i could think of are sapphires in your weapon.
Also you could use Prodigy runeword belt (Hel rune) to get 45 mana after every kill and some increased mana regen. The level requirement is quite low with lvl 33.
