Different question. Do the candles and hearts required to make honorifics only appear in higher acts? i noticed they arent in the act 1/2 vendors.

What is the max level? I keep reading various posts that say 120, but just saw one asking about level 121? also the ladder board says there is a level 123. is there any actual solid cap?
