Why would it need to be "fixed"? The UI bar was always visible under the health & mana globes...

The only thing that matters is that the panel colour is distinctly different from the orb colour, so that the player can easily see with their peripheral vision when they are low on hp.

From what I can see on the screenshot it's OK at the moment. For an example of how not to do it you can always load up the aftermath mod.

would be fun to allow dynamically changeable gui/effects, for example if you kill an uber boss, some shining effect goes over the gui and/or the screen.

but I assume that's too much work to link stuff like that.
