As it goes to up/downvotes ; i personaly dont care - just wanted to point him that hes nothing more than the rest and trying to be a part of the community by violating the the rules does not make him more special or better than anyone else
That's certainly not because of ranting because even when I ranted against Somnus once, he calmed down the whole situation. He's not the type of person to simply rant at somebody without reason (which you gave him yourself. So as i said: try changing yourself!)
Most of those downvotes came from him advertising for his clan, the Swarm, which had a bad reputation (because some guy who was already banned because of his rants destroyed his clan's reputation by ranting). So no, he didn't get the negs because he violated the rules. His negs had nothing to do with him, but rather the small community he was part of and thus representing.
