Yes, and skill based speed values give a lot more than their item counterparts. Not sure about FHR, but skill IAS makes it easier to reach breakpoints. You can check them out in speed calc. There's a space for skill ias, fcr, etc.
Is it doable? to reach till Destruction with an assassin playing at players 8 the entire game??

wolf stance affects IAS, FHR, and FBR. also when calculating true ias with wolf stance, dont forget to put the weapon speed modifier as well. it can be found in the docs under base items. just look up the weapon you are using and go to the "Speed:__" row.
