There's no total cap, but there might be a cap per item/source (you'd have to check google for d2 mechanics for that one). I think D2Stats reads Deadly Strike as capping at 63% per item, but from what I know, it's a false reading. The "cap" for each stat is 100% since that's the max possible chance.
Stun attack is always effective as long as the target can actually be stunned. Most bosses can't, but most general monsters can. It's a per-monster basis.

You can continue to do K3K with populated games and get somewhat okay experience up to about 122-123, but generally most people hop into Duncraig/Triune/Teganze (your three rift options that open at clvl 120). Once you hit 125, you unlock Fauztinville and Bremmtown, which is where most people party farm and level up fast to about 138-140.

I think what you see is what you get. Rifts at your clvl 120+ will be where SSU's drop. If I remember right, Act 5 Hell is like level 109-110? I could be wrong. Your game/map info in game should show area lvl below the game name/password in the top right.

I *think* they're both 1h swing (make sure you're setting it to barb class and the proper WSM for the weapon type, found in base items page). They should both be 7 frame? I don't use speedcalc, but someone mentioned it to me the other day cause I am also working on a throwbarb.
