Is patch 1.13c needed?

Hello,

I wanted to get in shape before the upcoming patch, but couldnt install the right version, from blizzard i can get only 1.14d. I have tried to downgrde it based on some forum posts but without any success. Can you help me out with a recent working solution - maybe link a forum posts or guide what i havent found here.

you dont need 1.13c if you just run the launcher.
