So i got it all working
my item IAS is 280 and no skil IAS weapon is 30 weapon speed confused how to find my max IAS that i should have

With what you say you have i think you are over the max needed for last breakpoint. But to check you select Necromancer class (because you don't use morph), you select weapon type (crossbow or whatever it is), you put that specific weapon's speed from docs at WSM and also if you have any IAS on weapon you fill that too, then at Attack1 animation nothing at Skill IAS but fill in the Other IAS (which is what D2Stats says minus what you maybe have put at IAS on weapon) and hit enter to know how much more you need for 9 frames or 8 frames, and if that nr is negative then you are already over that breakpoint.
