I want to crate a tanky merc to buff and help my holy melle pala. (pure str build, low tankyness)
Any ideas what is best? Also if the merc wears silks of the vikor can i benifit from the neph spirit buff?

Afaik nephilim spirit is only for wearer, it won't affect you. If you want to have buffs/crowd control, act 5 merc is way to go. Give him qaraks will if you want him to also cast high leveled bloodlust. Otherwise I would go for high damage 2h crafted sword,

does qarks work the same even used as 1 handed i.e is just the wep dmg that is reduced?
Of course it does, it will be just using single handed damage instead of two handed
