Same as the sorceress mana spells - mark it as physical damage and people wonder why phys/mag spell dmg% doesn't work. Mark it as feedback damage and people wonder why chronofield has -enemy phys resist

But what's the logic behind psyonic storm? If it ain't a spell since it's not affected by spelldamage... what is it then?

Psionic = mind abilities = Dr. Xavier out thinking the enemies so hard that it causes them to blow them up in a visually stormy oval.
