KissOfAries posted a nice action shot in Discord. Did some magic in After Effects, exported into Photoshop, then exported it as a GIF.

Darkened the image, then created an Exposure adjustment around the lightning by masking blue-ish colors. The Exposure adjustment values are randomly generated and eased at high frequency. Added a particle generator layer for the stars sparks. After all the behavior was satisfactory, sliced the composition timeline so that the animation repeats seamlessly.

Exported image sequence, imported them into Photoshop, then exported as GIF file.

Particle system functionality is built-in, much easier than it sounds. The hardest part was tweaking the parameters until it had just the right amount of subtlety.
