You cannot directly downgrade a Tiered Unique, but you can create a new one.

For example, if you need a Unique Tier 2 Splint mail, do the following:

Arcane Crystal x2 + Oil of Enhancement + any Tier 2 Splint Mail = Unique Tier 2 Splint Mail.

I personally don't mind the Hold Ctrl to run, but they deserve to get spanked for removing the minimap options.
