Why would you ever use long war bow over reflex bow? Reflex bow needs 292 ias only and has better dex scaling.

So yes, they do, but as someone said earlier, they (a3 mercs) do get quite a lot for free so you dont need to build sf on them.

The melee necro set needs a buff. The weapon has way too low dmg, either the flat dmg needs to be buffed on it or the set bonuses need to add some flat dmg.
