Every since reading about issues I have not touched the shared stash (luckily also didn't before) and so far I didn't have any problems with my XBow Necro who is doing early Rifts in Hell right now.

From what I read on the runes page, the elemental runes such as Light are still gathered in Teganze. Might be wrong info though?

Does this happens as soon as you open the character? Yes, if you did a quest that gave you more stats than it did before the patch. I'm assuming it's no big deal though since if this program can remove points based on progress it probably can add them back as well. But I still didn't start it anymo...

Yes Jinns are the way to go imo, I think in late no uber skill may be the way to go if you manage to get enough pierce elsewhere. They are also decently tanky if you max them.
