Can someone explain me how low item lvl craft works? I want to get sacred boots req lvl 30 / 40 ms / 20 rez / 20 rez / shrine bonus . Is it possible? If i enter wiki -> items affixes 10-15 resist = req lvl 12 15-20 resist = req lvl 21 20-25 resist = req lvl 30 But when i start craft i get this (15 ...

Depends on what you mean... but ye, Rift Inspectors dropping rift-related stuff (essences in Teganze, SUs in Dunc, Great runes in Toraja/Fauzt, Shrines in Cows)
