if you put that on a act 1 merc you get a merc that can slow for 73% all targets that it hits !
You can also use that on an AOE skill like barbarian Thunderslam and then switch weapons to offhand with it to slow whole screen

There used to be a su short bow that had ctc magic missiles on striking. No idea why it was replaced by an unusable weapon.
