Some of them are made by volf's map plugins on Phrozen Keep. I don't recall of he made a blue trist or not. I guess it kinda looks okay here because it's "Tristram?" and supposed to be a ghost town? (shrug)
I think recoloring tilesets can work if done right, but it seems like so many mods have random tilesets that are recolored and it looks worse lol. I feel like it's just a lazy way to change the game, like when people import shitty, unfitting sprites for items (Okay, I admit I kind of did that for ultimative, but I was like 14 when I made those lol). I assume these modmakers weren't as young, but maybe not.
A better idea would be to just change the layout of each .ds1 to make a unique map that's different from LoD, but that actually requires time and knowledge in mapmaking, which I guess a lot of modmakers lack. In fact, this is one of the very things I'm most excited for with Sigma.
