The post says that things like Multires will not be supported (i.e. no third-party tool to change the resolution). If I remember correctly, Sigma is introducing the higher resolution to the gameplay. If it's part of MXL17? I can't speak with certainty, but I'm pretty sure the main post is just saying the outside tools that would otherwise give players an unfair (and cheating) advantage on TSW.
