The great majority of orange text lines from the Relics do stack. Not sure what you mean exactly with your 2nd question but lvl 150 is the max for any skill.

So if I find 15 flamefront cotws, I'll fire 15 more projectiles, on top of the wand with +5 on top of the skill scaling?

Inb4 they will be similar to UMO's in drop rate and you practically have to trade to get them.
