Probably because if would you find one highest rune Xod, you basically can have any rune in thousands, as they would just keep duplicating into insane numbers. Just 10 runes lower gets you 2^9 = 512 runes. Downgrading to Ol would give 2^32 of these which is, well a fuckton of runes :D, so probably that's why

downgrading was 1:1

change is so lower rune drops actually matter & you don't just ignore anything below ~shaen
