Will this item actually double maximum necromancer minions (18 skeles, 8 rampagors, 12 ghosts, 2 veil kings and 2 void archons)? Or will it just make you spending less time on summoning?

The latter.
You'll just double summon them, saving you time. Not double the amount of summons you have.
the only thing i'd be concerned about is the position of the summon when putting 2 up at a time. will one appear at your mouse location and one next to it or will they split the mouse location so you have to continuously move mouse slightly to aim bend the shadows if you're tele'ing quickly
