Thundercrack does proc and if you read the patch notes you'd see that the tu war scepter was changed specifically for a Storm Zon.

Azmodan's Reliquary (Upper Kurast) ??? cannot find it, the "regular" dungeon is not filled with typical Azmodan Mobs, neither himself, there are only few trash mobs in the dungeon, actually

To add to what Masochista said, I believe you need to use the Dark Portal spell after killing him to open the way. Haven't yet tried it myself, though.
Yes, you will have redish buff above you, that means you can use Dark Portal spell
Were Onyx Knights in A3 buffed? I have 20% dr 61k def and a single one kills me in one hit. I know i'm undergeared, but that seems strange to me
