what is sigs?

Signets of Learning, each sig gives +1 stat point. Sigs are forum currency if you don't have TG/items for exchange but want to buy smth.

You can disenchant items using a Catalyst of Learning to get sigs. You can disenchant any unique rings, amulets, quivers and any sacred uniques or any set items.

Also you can obtain signets from Griswold's Special Box that has 50% chance to drop on Terror Tristram. See the docs for more information: Items -> Gift and Special Box

I found an ethereal SSSU Large Axe Sharp Beak (SP). So I should make a tree druid if I want to use it yes? Should I?

You can try. Just the proc is not that powerful as you might think.

there are a few mid game runewords better than that SSU axe , so no , it's not that good
