I've searched but cannot find an answer. How does "no drop" chance work in TSW? Is the "no drop" chance rate reduced only if players are in the same area, or just if the game has x number of players?

Was meant to be a ring, but it doesnt drop, no mention in change logs but I can see it doesnt drop, it has no stats either.
