Sloth is just lazy. You have to work on his behalf and kill him multiple times to reap rewards. :-D

Why does the Ecstatic Frenzy relic give so little, it is written on the website that it gives from 21 to 28, and I have a current of 3?

You are looking at the relic as a zon. Any relic for a class item held by that class gives a max of +3 to the skill. Transfer it to any other character to see the proper roll.
