No, damage doesn't affect spells unless it clearly says so or has a Weapon Damage Modifier (WDM), which will also be listed in the skill icon.
Only difference for runewords is the strength/dexterity requirements between tier 6 and Sacred for the item to get max possible sockets to make the runeword that you want. Otherwise, it has no affect.
Windform does not proc anything iirc.
