Yes mostly, maybe a micro second blockout. I think in sigma they want to add a cooldown for some procs (?).

Pretty much what Nitz said. Spells that lock ranged skills (Broadside, Singularity and Fortress), triggering as procs lock out ranged skills for ~1 second.

Most other spells with the timer (esp. buff/debuff ones - Sacred Armor, Mythal, Firedance etc), triggering as procs don't affect your normal spell timer.
