How to gear and skill Stormzon please?

There seem no good items, especially weapon which must be sceptre. Only 3 things are sceptres and the unique ones are 2 for paladin 1 for amazon but it has fire damage boost not lightning.
Rune words are bad as well.

I also read that it does not have to be melee but I cannot see how to play it as caster.

I would be grateful for any help.

Use TU war sceptre while levelling. At 120 you've got a choice of all general weapon runewords or you can try crafting a sacred war sceptre. Later you can find/trade for the SU sceptre or make an elemental/xis runeword or use the set or craft an even better weapon. Caster version - guide in the guide section.

Does energy factor increase twin fang bonus damage from dexterity?

Energy factor boosts all spells regardless of what attribute boosts their damage.

What I meant was are the following equal in damage for twin fang.

3k dex + 200 energy + 1k energy factor

200 dex + 3k energy +1k energy factor
