No, this skill is weak and currently useless because it:
1) has low starting min and max dmg that scales badly with soft points/amount of energy;
2) it deals magic damage which sucks as you can't increase it with - enemy resists;
3) has lame mechanics.
In order to increase its damage you have to get as much additional %physical/magic spell damage as you can which is not that easy to do as you'll require specific gear for that reason.
