First of all you need to use suggestion thread for your suggestions, instead of opening a new thread.

Second of all %ed limit was always in game and didnt got changed. So you should be familiar with this already. Even in the case that you don't know this, there is not much harm done since that few mo slots arent gonna affect your build in a major way.

I don't think changing them into what you suggested would be completely unnecessary and would waste team's time.

It was changed, it used to be 350%. Numbers got crunched by a lot with Median 2017 release and it was needed to avoid players hitting the 83k damage cap.

There are means of bypassing this cap though. Lucky rolled superior item + pre MO'd with ED, and then making the RW allows you to go way beyond 200%. They sort of prevented this by setting Xis runes to 120 level, so pre-buffing your base to max will require clvl 140, which is very high.
