If you want to try Frozen Orb on a class other than sorc yeah,
But as many people , me included, experienced, this skill simply feels quite weak.
As for the Set - I guess no one really tried to build around it after the mana cost reduction and the slight damage buff. If you want to try it anyways - go for it but do not expect to much

Ye in vanilla it was fun, and with median u dont’t have a cooldown on FO, so u can cast really fast according to your FCR and castframes. Downside with high cast rate, is that it fry your mana pool. The damage is another dissapointing thing, did this with a casterdruid, with his huge coldspelldamage, thanks to symbiosis. But the damage was a mweh, if u compare to other Oskills.
