How do I upvote/downvote posts?

Am I missing something? Cause I can't find out how to do so. I see upvotes and downvotes besides posts all the time. Do I need to have donated or something? Or verified my email?

I have to imagine the intention is so that someone can't go make a hundred accounts just to neg one person, each account needs to, in a sense, be verified.
