shows +15 Thunderstone. What is going on? Is this intended or just a nasty bug?

Iirc, if you have points into the skill already, you'll only get an extra +3 from items.

we tried it on a fresh level 1 sorc and still had the same problem. Also i dont have any points in the fire tree on my main sorc so it doesnt make sense why lorekeeper would be +3 only

If your class has that skill, you only get +3 max, regardless of how many points you have in said skill. Only +x to (Class Only) give the full amount.
