What does it mean for a skill needing to be "Capped"?

for some reason i can't find anywhere that explains what the difference between a skill such as "Snow Queen" for the sorceress, to be "Capped". This guide i am looking at shows Snow Queen needs to be capped and another skill on the tree needs to be "Maxed".

iirc Snow Queen reaches its maximum %life bonus at 15 points. That's what "capped" refers to

It refers to situation where certain skill bonus is maxed, does matter if via hard or soft points since it changes from skill to skill (hard ones you put into skill, soft ones are gaines by +lvls).

Snow queen has a maximum % life that it can give, as well as a maximum defense it can give. Leveling it beyond those caps does nothing more. Note that the life caps before the defense.
