Give up?

With werebear, if you get 507 total ias and 168 weapon ias you can reach 5 FPA. With 209 weapon ias 4FPA is possible.

266 wias - 3 FPA if you push with relics.

Weapon ias is what matters for druid morphs but total ias is the enabler of low FPAs.
