Not necessarily. If anything, Poison/Lightning is probably better, but Fire/Lightning is the most versatile for new players, imo.

The Passive combos are pretty well balanced for melee--meaning that any combo is viable, but they'll require slightly different playstyles. So choosing a combo is more about how you want to play the build rather than which combo is "strongest."

Highest Defense bases you can wear w/o needing to sacrifice too many points for STR.
When I'm transitioning into crafted gear, I make basic crafted Leather Gloves just to get by, then make better crafts using Light Gauntlets or Gauntlets once I have more +Attributes charms.

+2 Sorc Skills and Stormblast proc would be ideal. And any extra ED, HR, AS, AR, or LoA would be helpful.
But if you're going the "basic craft for now; something better later" route, then something with decent DEX and AR and either +Sorc Skills or Stormblast should be fine.

Not sure what you're asking.
If you're wondering if Poison/Fire is a viable spec, it absolutely is. In fact, it's probably my favorite spec. But you need to play very aggressively to survive b/c you won't have much Defense, and a lot of ppl don't like that.
