The proc is not that exciting, it's a slow-moving poison damage spell and hasn't really been noticeable amount of damage since Ultimative or 2017 days.

tbh you can shrine craft something way better than Cold Blood. The only useful thing there is the orange text. With a craft you can get +skills, life spark proc, life on attack, +dex, higher pierce, and much more, and at a lower required level to boot. You can even get +flat elemental dmg to convert via Cold Blooded.

As for Starhawk, it's always been good but it's a VERY expensive setup.

Now found a Starhawk and a Steel Punisher. Wanna try Ele variant if I find a Lachdanans, currently still piecing together some elemental runes and stuff. Might go there this weekend.
