how can I better explain it for you? you put a sacred rare pair of boots + a rare ring + a rare amulet into the horadric cube and press combine, it will reduce the item level to 1 which then lowers the possible mods that can roll on it. not sure how a video would help?

oh ok, so then why not do that to all other crafts why boots specifically is what i'm wondering.

rare ring +rare amu only works with boots? and not any other armors, oh ok i understand now,

One question. If i happen to have 425% spell dmg increase already with like 500 ef and 150 sf is it worth getting more ef or go straight for spell dmg?
