first of all i'd like you to read the general gameplay tips on page 1 of the compilation in first post (open first spoiler) and try to get an idea on how the gear must be upgraded . i don't think you have upgraded your gear as you have should
second , you didn't mention what weapon you are using , and that might be your main issue for having low killspeed . a printscreen with it would help in order to determine if it's good or not . also , you said you are using 2 rare rings and you're in Terror . this is not ok at all , since you can equip 2 x Bloodbond rings since level 50 !!! (you get level 50 arround act 4 hatred ) . you don't have to find them , they can be created as any other unique . That burning veil proc will also heavy boost your damage .
as for Magnetic field , it helps boosting the killspeed since it deals decent lightning damage to the non-lightning immunes (that also gets boosted by Burning veil proc , but sadly you don't have bloodbound rings equiped)
replacing
Death Spur
with honorifics was also a bad decision imo , you can get enough resistances from pgems. Death Spur

get your ennead challenge done in Hatred ASAP then do your LC2 ; you may find in Hatred K3KBA a jah rune to upgrade your helm . once you have reached act 1 terror (around level 66-76) your main goal is to get to level 90 asap and get the uberskill . after this , your goal is to get abbandoned crafts for gloves and boots + finding and crafting a sacred war scepter with SoR proc : go back to act 2 terror -> in Fauzinville you will find lots of shrines to do this . if you're lucky you might find some set parts too . advance slow and kill small packs at a time , avoid getting swarmed .

those are the things to be taken care of for now
as for me , i was level 90 in mid act 3 , level 120 after 8 terror fauztinville runs and 2 terror K3KBA runs (did those before going to act 4 terror) .
you must be doing something teribly wrong . the Neutraldin is a very safe build
