Highlights :
-Shadow refuge as a buff is very nice, it's easier to keep 100% uptime of it.

And yes, it's not in the note but barrier is included in the melee qol. It would have been kinda dramatic for the only melee attacker without melee devo to not have this change.
-Way of the raven improve elemental builds quite a bit ; ZKT, Black Ice, and even leveling with ways now went from a bad idea to something real good. Early leveling withBlackleach Blademakes sense now, this weapon easily carry to 125 without anything else. I really recommand it. It's more damage and better frames than physical, but obviously you're missing leech and the big defensive values of Na-Krul. However, the defensive gains from doing barrier strike with shift clic compensate that defensive problem, that would have been painful when farming before. Ele also come with another good point that you're not dependent on dex for damage overall, so you actually can invest in str nicely early, and vit later. Dex is just for AR.Blackleach Blade

Very early (before lvl 120) phy is indeed a tankier because Na-Kurl has good defenses, and it has more skill point space to get defensive passives earlier.
But after that the only difference is that phy leech, which is irrelevent for bosses. If anything ele is tankier for bossing because it can get some vit. Though, bosses that have spawns such as Kab or Astro are much comfier with leech, I played full ele in 2.3, and trust me I didn'tg like asto.
