Cannot play Median-XL version of D2

First time trying to play the median-xl version but I cannot get it to launch. I followed the installation/setup guide exactly.

I performed the following:
Clean installation of Diablo II to C:\Diablo II
Clean installation of Diablo II LOD to C:\Diablo II
Ran the Median-XL Web Setup and installed to C:\Program Files\Median XL Launcher
Opened the Median-XL Launcher and clicked Install
Ensured the settings have the correct path for C:\Diablo II where the game.exe is located
When I click "Play", it takes a minute and then it launches DIablo II LOD v 1.13, not the Median-XL start screen.
I can login and play D2 LOD, it works perfectly fine.. but its the original version

I've also tried the recommendation of adding the MXL.mpq, D2Sigma.dll, and Fog.dll to the Diablo II folder but it still does not work.
All settings are set to "Run as administrator" as well.

Any help would be greatly appreciated!

without using the launcher.
