Answer:
I've been keeping this files so I wanted to share it to all of you my 3D Sound Fix for Diablo II. I've tested IndirectSound v0.20 , I cannot seems to Enable Environmental Effects in Diablo II.
So attached file below is My Fix to Enable EAX 3D Sound / Environmental Effects and 3D Bias in Diablo II / Warcraft III or maybe other games also.

NOTE: I don't have Creative Sound Card during this test, you can check the photos i attached for reference
NOTE: If you Manage to make it work on other games just post a reply message or better with picture so others can use it as a reference in the future.
