Is HD Text for item filter supposed to always be above other UI elements or is there a way to make it work properly?

Thats a rendering issue yeap, it behaves like that on all panels, including skills.

So followed the steps and downloaded all the files but when I go in game open-gl is greyed out and can't open it, also ctrl+o isn't working.
