They can drop anywhere in the game at any level but are very rare as normal drops. I would recommend farming uber rifts with high enemy densities to maximize the chances of one dropping. At your level, your best bet is probably Tran Athulua since it has a slightly higher chance to drop unique items.

Now I don't know if this is true for Sigma, but the cow king used to have a higher chance than any other enemy to drop unique mystic orbs... If you can kill him fast, you might want to try running him a bit just to see if he gives you more luck. Personally, I've had really good luck with unique mystic orb drops when killing the priests in the Cathedral of Vanity. I don't know if I just got lucky or if they have a hidden bias for unique mystic orbs, but that's another alternative if you want to try.

TL;DR - All in all, this is what I would recommend:

Best UMO drops for level <125: Tran Athulua
Best UMO drops for level >125: Fauztinville
Possibly(?) the best enemies for UMO drops: The Cow King, Cathedral of Vanity Priests

I think some of the ones you can vendor even outshine the unique ones considering the level requirement. I mean, I know a tenent of good game design is having obviously bad options to make the good ones feel better, but it seems like an extreme case of that. Maybe I'm just a noob and don't realize the value?

Believe it or not, almost all of the UMOs can be used for certain builds in very powerful ways. If you are curious as to how one can be used, feel free to ask and I'll get back to you when I can. What @stanbsl said is true as well... Sometimes it takes an orb multiplier item to make a UMO shine. Personally, there is one exception:

I imagined a weird build last season using that UMO

5x the UMO in Nats Deception (for light resist and mana regen/ phys resist via conversion) + other umo's

Barb with maxed out Lion Stance and the helm/shield that add lion stance damage

Harbringer Samael weapon - 100 light resist, so the UMO negates it

Spirit Walkers

Other various gear.

Trying to pump the lion stance damage as high as possible while negating the physical damage reduction and lightning resist.

Wow!

That is a very clever use of that orb! In my opinion, you always want the majority of a umo's stats to work with your build for it to be viable. Since you make use of both mana regen and lightning resist in combination with
Natalya's Deception
Natalya's Deception
Quilted Armor (Sacred)

Defense: 2263 to 2331
Required Level: 80
Required Strength: 500
Item Level: 120
Orb Effects Applied to this Item are Quadrupled

, this makes it a contender. From what I've heard, Harbinger on the Samael sword also costs a lot of mana, so there's another use for the mana regen.

One thing I would be careful about in your build, however, is that by using
Natalya's Deception
Natalya's Deception

Defense: 2263 to 2331
Required Level: 80
Required Strength: 500

you are losing your body armor slot to a weaker base. There are many other very powerful body armors for barb (since he has higher strength), and some even have physical resist on them. While I do think you have a viable theory-crafted build, I also think you could do better without the use of
The Moon Crystal
The Moon Crystal
Mystic Orb

10% Cast Speed

The Moon Crystal
The Moon Crystal
Mystic Orb

Lightning Resist +15%

remains the same.

Thank you for your input! I'm glad that you got me thinking about that orb a bit more, hahaha!
