Short war bow I believe.
It has a base speed of 5.
The one bow with better dps is 2 damage higher but has a base speed of 15 which makes the IAS requirement for the top breakpoint considerably higher.

but wouldn't a higher ias be better? like a wormhole with combat speed should fill in the breakingpoint? im assuming you are talking about long war bow?

Well with Short War Bow you need 180 IAS to hit 8 frame attacks (The fastest possible on bow barb)

With Long War Bow you'll need 259 IAS to reach that same frame.

Short War Bow gets to the attack speed cap faster than the Long War Bow

Tough to compare as they're two completely different playstyles.
Tantrum deals more damage per second but enemies have to be in the tantrum cloud
