IED Weapons suppossed to not have the stat "Enhanced Damage" on them because they shall not support any phys weapon damage at all.
If you MO ED on an IED base you will notice that you get +1 max damage. All superior IED base have that +1 max damage, too.

Runewors however can Add "ED" to an IED base:

The question now is: What does this stat do if it does anything at all:

- if you have a non superior IED base: It works as a global multiplier to all flat phys sources on thw weapon and the rest of the gear/charms
- if you have a superior IED base: It only works as global multiplier to all min phys damage sources

Keep in mind that you loose all the phys damage from an actual phys weapon base and the EWD from stat scaling

How is it possible to actually get damage with this mechanic?

find runewords with big ED and on top of that big flat phys damage that can put into an IED base.

To really make up for the stat EWD and weapon base damage you need big EWD and flat phys on other gear sources and EWD from skills on your tree.

well its not a mxl feature but vanilla d2 , same as vanilla jewels with ed% acted as an multiplier to non base damage items , plus there’s the min/max dmg bug if you have any min or max damage on item before socketing jewel/rw with ed% then the ed% wont act as w multiplier no more since there’s base dmg on the item from other socketables or umos etc ., in case of superior ied weapons you have +1 max dmg so thats why you want non superior , for example you could block the max dmg multiplier to get the same min-max dmg in case you would hit the damage cap with skills with high wdm% like batstrike

What insane knowledge of the mechanics. How did you even manage to figure all this out from just the video?
Could this be used with other oskills? Doom is not doing anything?

He's just using Doom because its a phys assassin build. Doom should work just as normal and be pretty good even, but its not the doom mechanic itself providing crazy damage, but rather the IED+ED scaling (with UMOs) described before
