It does have less dps but bear is not great vs samael because of his constant movement. Rend suffers from needing to be telestomp'd on enemy or in correct angle and standing on their hitbox. Moving targets are a big dps loss so considering this his dmg was actually pretty solid here given the little uptime he had to dps.
