Multilogging, muling purposes, what is mean?

2 ID login with 2 client on 1 computer right?

or possible use on 2 id?

Rules.
Multilogging is allowed only for muling purposes, up to two accounts logged in.
"Stay in the town, mule what you need, logout after muling. Don't play while your mule is in the game, don't keep mule in the game any longer then needed."
