This might be a dumb answer but you mean mob lvl on each area? Just check the ilvl of items they drop.

I really dont know the actual ''name'' to the thing im looking for, probably mob level yea. Does it work with the item ilvl as well?

Yes. Monster that drops the item has same item lvl.

E: Of course it can't exceed 99 but by then it's no matter anyway even with leveling.

How do I re-spec my stats in the current version? I cannot seem to find anything on it in the documentation and I do not think it is as easy like getting an Oil of Absolution from an NPC. If it's craft-able, what is the recipe? If it's not craft-able, how do I obtain such an item for re-spec?

there is a drop, belladona extract. sadly it resets both skills and stats i wish there was a version of this for each
