Jewel crafting, would be one of the reasons.
Edit: Another reason is Shrine blessing (shrine + AC + shrined sacred item to add extra bonuses)

so im in act 2 quest 1 raths lair get to sewers lvl 3 and my quest log gives this msg"you can not complete this quest in this game please start a new game"!!!?wtf i dont think i want to re build a char from lvl 1 up to 120... just to do 1 quest?? or can this be fixed by re drawing the map? and if so is there an easy wayt to redraw map* note this is in single player not tsw if that makes a difference

Just leaving the game and entering it again should fix any "You can't complete this quest".

If you still want to redraw the map completely, make a game via TCP/IP and it will give you a new map.

Basically after 6 rolls thr ilvl becomes low but its just easier to go 1 crystal per jewel to keep it simple
